Tony Barrett, PE, EVP, PMP, Chief Executive Officer

Mr. Tony J. Barrett, PE, EVP, PMP, LCDR USCG (Retired) is Valued Technology's Chief Executive Officer (CEO), and the Director of Valued Technology's Earned Value Management System (EVMS) Consulting Group. Mr. Barrett is a licensed Professional Engineer (PE), a certified Earned Value Professional (EVP), and a certified Project Management Professional (PMP). Mr. Barrett holds a BS in Marine Engineering from the U. S. Coast Guard Academy, a MS in Mechanical Engineering from the Massachusetts Institute of Technology, and a MS in Naval Architecture & Marine Engineering from the Massachusetts Institute of Technology. Prior to joining VTI, Mr. Barrett was focused on program management for large-scale, enterprise-wide information technology (IT) projects and programs. This experience spans requirements analyses through concept exploration, systems development, full-scale development, full-scale production, and operational deployment and support.

He is an accomplished Program Manager with more than 25+ years of success and accomplishments in providing program management office support to Federal agencies. Mr. Barrett is currently the Independent Verification and Validation (IV&V) Analyst for the Department of State (DOS), Foreign Assistance Coordination and Tracking System (FACTS) Program (and the attendant integration of the U.S. Agency for International Development (USAID) U.S. President's Emergency Plan for AIDS Relief (PEPFAR) tracking system into FACTS). This combined system accounts for and tracks all of the tens of billions of dollars distributed by the U. S. Government in foreign aid from budget submission through actual distribution. The IV&V program administered by Mr. Barrett utilizes the PMI's Project Mangement Body of Knowledge (PMBOK) as the standard for program management IV&V and the Software Engineering Institute (SEI) Capability/Maturity Model for Integration for Services Version 1.3 (CMMI SVC V1.3) guidelines as the standard for technical and services management IV&V.

Mr. Barrett is also a current instructor for the Federal Acquisition Certification of Project and Program Managers (FAC-P/PM) delivering courses to the Veterans Administration (VA) and Federal Bureau of Investigation (FBI) in Acquisition Management and Business Management. Mr. Barrett is also an internal and external consultant in the area of technical and Earned Value Management specializing in leveraging knowledge and skills across multiple technology offerings and multiple projects. Mr. Barrett specializes in project management with a focus on Project Performance Management (PPM) and adherence to the principles, policies, and procedures contained in The Project Management Body of Knowledge (PMBOK) by the Project Management Institute (PMI), The ANSI/EIA Standard for Earned Value Management Systems, the Australian Standard for Project Performance Measurement Using Earned Value and the Software Engineering Institute (SEI) Capability/Maturity Model for Integration (CMMI) of Services.

In the unclassified domain, Mr. Barrett is most proud of his technical achievements with the United States Coast Guard (USCG) Coastal Patrol Boat Project. Several previous attempts by the Coast Guard to replace its coastal patrol boat fleet had failed. However, when Mr. Barrett took over as the Technical Director/Deputy Program Manager he moved the project from the first step of Mission Analysis through the final stages of full-scale development and deployment. He reduced total acquisition costs by 10% and life cycle costs by 25%; cut 4 years from the schedule; and increased operational effectiveness by 10% using cost-benefit and tradeoff analyses, off-the-shelf technology, commercial standards, and performance-based specifications. As a result he was awarded the Coast Guard's Meritorious Service Medal.
