Challenge:
In early 2005, the FBI's, post 9-11, Virtual Case File (VCF) project failed to deliver anything after 3 years and $170M in funds being spent. One of the primary lessons learned was that the FBI had failed to properly define and control costs, schedule, and technical scope during the VCF project. A new program management office (PMO) was stood up and immediately restarted the FBI's acquisition of an investigative case management system. However, the four corners of the Hill (especially the Senate's Department of Justice Appropriations Subcommittee Staff) and the Office of Management and Budget (OMB) stated that there would be no funds appropriated unless the SENTINEL Program, including the FBI's PMO, was fully compliant with the ANSI/EIA standard 748 for Earned Value Management (EVM).
Solution:
The initial SENTINEL PMO included Tony Barrett. Mr. Barrett immediately conducted and documented the results of an EVMS Capabilities Gap Analysis for the FBI. Using the results of this Gap Analysis, Mr. Barrett authored an EVMS Implementation Plan that was found to be acceptable by DOJ, OMB, and the four (4) corners of the Hill appropriation subcommittees for the FBI's $500 Million SENTINEL Program. From there, Mr. Barrett followed the plan and moved forward with designing and implementing the PMO's internal EVMS. This effort was completed in December 2006. In July of 2006, Mr. Barrett completed his personal review of Lockheed Martin's EVMS and it was accepted by the FBI's Contracting Officer. Mr. Barrett then combined the FBI internal and Lockheed Martin EVM Systems into a single, program-wide EVMS. This EVMS was examined by DOJ and OMB in the fall of 2006 and found to be fully compliant with the ANSI/EIS Standard 748, with no exceptions noted. This EVMS was reexamined by DOJ in the fall of 2007 and again found to be fully compliant with ANS/EIA Standard 748 software suites for this project. As part of the EVMS design and implementation, Mr. Barrett oversaw the integration of the disparate Government and contractor time keeping and accounting systems (approximately 20 different time-keeping and accounting systems) into the FBI's SENTINEL EVMS.
