Challenge:
Keane Federal Systems' CFO and other members of Keane's Executive Management Team determined that Keane Federal Systems needed an upgrade from its 1980's vintage accounting system (Deltek Series 1) to a state of the market accounting system (Deltek's Costpoint). Simultaneously the Director of Keane Federal Systems determined that this organization needed an Earned Value Management System (EVMS) primarily to ensure that project performance of approximately 600 employees and subcontractors could be measured and used for Executive Management decisions; and secondarily, to ensure the Keane Federal Systems could compete for major Federal contracts that required ANSI.EIA 748 compliance. Although the need was apparent and acknowledged, there was no corporate funding available for the EVM System implementation.
Solution:
Keane Federal Systems hired Mr. Tony Barrett as the provider of EVMS design and implementation expertise based primarily on his recommended "Risk-Based and Scalable" EVMS approach to EVMS implementation. Mr. Barrett performed three significant tasks. The first was his completion of an EVMS Gap Analysis against the ANSI/EIA 748 Standard. This Gap Analysis showed that a major deficit in the present Keane Federal Systems was it continued use of a paper-based, time keeping system. The second was his demonstration that implementation of an electronic time keeping system had a Return on Investment (ROI) of less than one year and could therefore pay for an EVM Implementation. The third was his performance as an impartial technical expert on the comparison of, and selection from four possible software solutions. Unanet's combined Time Keeping, Professional Services Automation, and Project Portfolio Management solution was chosen.
