Challenge:
The U. S. Army Corps of Engineers (CoE) specified an Earned Value Management System (EVMS) in accordance with ANSI/EIA Standard 748 for the design and construction of the Fort Riley Replacement Hospital (FRRH) in Fort Riley, Kansas. Simultaneously the CoE specified that 1) a fully compliant system was not required; 2) They desired an EVMS that was lower in cost by approximately one order of magnitude; and 3) The proposed EVMS must be fully integrated with the specified Primavera P6 scheduling system. In addition, successful, risk-based and scalable, EVMS design and implementation, against a severely constrained budget, requires an order of magnitude larger amount of professional expertise beyond that required for the usual, cost-plus reimbursement environment for a fully compliant EVMS.
Solution:
Valued Technology completed an EVMS Gap Analysis and risk assessment. Working with Valued Technology's assistance, the Balfour Walton Joint Venture (JV) proposed a risk-based and scalable EVMS approach in their proposal to the USACOE. After the Balfour Walton JV received the contract VTI developed a detailed EVMS Implementation Plan and delivered it in writing and in an oral proposal to the USACOE. At the verbal briefing on the plan, senior USACOE representatives approved the plan and referred to it as "understandable" and "more than adequate". Implementation of VTI's EVMS Plan commenced and continues through the present date.
Significant highlight of this risk based and scalable EVMS approach are a focus on:
- Full Compliance with the 7 Principles of EVM specified in ANSI/EIA Standard 748.
- Mitigating the two (2) major construction risks of schedule overruns and scope creep.
- A two orders of magnitude reduction in the cost of EVMS implementation by changing from full compliance with the 32 guidelines in ANSI/Standard 748 (estimated at 1.5 % of project cost) to a risk-based and scalable EVMS approach (at 0.05% of project cost).
