Acquisition Support
Services to be provided include assistance in the: development of requirements analyses, alternatives analyses, Independent Government Cost Estimates (IGCEs), cost/benefit analyses, acquisition plans, Statements of Work (SOW), Statements Of Objectives (SOO), Performance Work Statements (PWS), solicitation packages, justifications for non-competitive acquisitions, evaluation plans and handbooks, performance measurement plans, technical, business, and cost proposal evaluation support, protest support, contract administration, and contract close-out support.

Financial Management
- Support budget planning, tracking, reporting and analysis in support of the program.
- Support the periodic budget formulation task for the program, prepare OMB 300 and other documents as required and other directives and guidance, to report and justify the budget needs in the prescribed processes.
- Perform system and incremental Cost-Benefit Analyses to support investment decision-making.
- Track funding availability, status of plans, commitments, obligations, expenditures, and progress against the technical plan by customer, funding source or other documentation as required.
Cost/Schedule Management
- Maintain an integrated master plan (IMP) and integrated master schedule (IMS) of all orders, critical milestones for each order and expected delivery dates for the desired capability.
- Track and report variances and perform "what-if" analyses to support alternatives analysis.
- Maintain a database of project schedule measurements.
- Prepare Program Control reports summarizing Requirements Status, Resource Status, Schedule Status and Performance Issues.
- Maintain the project summary and backup data; Use earned value management (EVM) to track and report program status.
